POSITION DESCRIPTION

WALKArlington Program Promotions Manager

General Summary:

This 20-30 hour/week contracted position works in the Commuter Services (ACCS) unit of the Arlington County Department of Environmental Services (DES) Transportation Division, Planning Bureau. The position reports directly to the ACCS Chief, works closely with the Bureau’s Pedestrian Planner and coordinates activities directly with the ACCS Marketing Manager and Bike Arlington Promotions Manager. In addition it coordinates with other planners and marketing professionals throughout the County to develop initiatives and vehicles for promoting walking in Arlington County, VA. The WALKArlington Promotions Manager is responsible for developing programs to promote pedestrian activities and to increase public awareness of the benefits and advantages of walking. Promotional efforts are accomplished through WALKArlington website and related email newsletter, special events, television, radio and newspaper promotions, written promotions and through coordinating with the ACCS umbrella marketing program, currently known as Way To Go Arlington.

The candidate must be a self-starter, have excellent written and oral communication skills, and work well with minimum supervision.

Major Duties:

  1. Prepares and administers a comprehensive market development and promotion program for the WALKArlington pedestrian initiative.
  2. Develops and/or oversees development of promotional and informational materials such as brochures, posters, information inserts.
  3. Represents the WALKArlington promotions program and interacts with general public by occasionally attending civic association and Pedestrian Advisory Committee meetings, answering citizen inquiries (written, email, phone calls).
  4. In concert with consultants, conducts and manages market research and performs measurement studies.
  5. Coordinates efforts of multiple agencies in the development of cooperative promotions, programs and projects.
  6. Serves as project manager for pedestrian-related promotions projects.

Major Duties/Specific Tasks:

  • Develops and organizes special events (promotional functions) and other programs related to walking in Arlington.
  • Continues to develop WALKArlington website and related e-newsletter
  • Oversees marketing of WALKArlington by advertising firm.
  • Develops and maintains database of contacts, promotional efforts and results for WALKArlington.
  • Develops and maintains annual marketing plan for identifying strategies, techniques, special events and media plans for WALKArlington.
  • Develops project budgets and expends budgeted funds.
  • Evaluates program effectiveness.
  • Coordinates projects with County agencies and other internal and external organizations.

Supervision:

  • Received: General direction - general guidance is given with respect to overall objectives; incumbent has broad latitude for determining methods, scheduling, and standards.
  • Given: General and specific directions given to outside contractors which may include website developers and writers, graphic artists and advertising firm.

Minimum Qualifications: Knowledge, Skills and Abilities

  • Writing and organizational skills to prepare correspondence and compose letters or narrative reports and visual reports; develop marketing materials including web and technical writing, and specialized approaches; prepare proposals and communicate complex information to County personnel and the general public.
  • Interpersonal skills to maintain liaisons, speak in public and resolve conflicts.
  • Skills to develop project budgets; track and expend funds.
  • Strong marketing skills and experience to plan and conduct targeted marketing functions.

Desirable Qualifications:

  • Knowledge of transportation standards for pedestrian facilities.
  • Familiarity with the principles and practices of pedestrian planning and the Federal, State, and local regulations which govern these practices

Education and Experience:

Education: Completion of the requirements for graduation with a bachelor's degree in Marketing, Economics, Business or related field from an accredited college or university.

Experience: Two years of responsible experience in direct consumer promotions and experience with graphic design and use of telecommunications and websites in providing customer services or an equivalent combination of education and directly related experience.

Experience in transportation (esp. pedestrian) planning, project management, program development and implementation desirable.
